The following are among some o the points raised by various
Agency components in commen::i:.g on the JIlIt`: report, They did
not strike me as sufficiently "earth-shaking" to affect the report
in any fundamental way. They are, however, interesting, and I
thought you might want to consider them for whatever value they
may have in the preparation of your final report,
1. With regard to plots, NPIC now produces plots
of missions from telemetry and imagery data for
immediate need by the image interpreters. The national
tasking plan under Option 2 assigns this responsibility to
AMS. However NPIC will still have to produce plots to
have them immediately available for first and second phase
read-out by NPIC image interpreters. Unfortunately, the
initial plotting requirement is an inherent f act of life in
first and second phase reporting.
2. Under tasking Option 2, some industries such
as the aircraft industries would in fact end up split
between NPIC and DIA. Plants producing medium and
heavy bombers would be assigned to NPIC under Strategic
Weapons Industry Facilities. Plants producing aircraft
of other types would be given to DIA under General
Purpose Weapons Industry Facilities. A plant such as
KA ZA.1 7# 22, producing both a medium bomber and a
transport would apparently be studied by both NPIC
and DIA. In questions involving obvious duplication
growing out of issues of this kind, should the duplication
;e permitted or should all such complexities be referred
to some sort of special court for resolution?

3. A major gap would seem to exist in regard
to the role of mapping, charting and area intelligence

does not mention this.

Use of photography
in satisfying national requirements in the mapping and
charting fields is on the rise. There should be some'
cognizance taken of these functional areas in the
tasking of imagery interpretation resources.
4. The present security restrictions and
special compartmentation of overhead reconnaissance
products, by themselves, tend to drive up the costs
of the exploitation effort. Some duplication of effort
might be caused by compartmentation and by one
Agency's ignorance of anotherts efforts. Has 3IIRG
satisfied itself on this score?
5. The tasking plan appears to pre-suppose
that we will always have firm identifications of targets.
A good many targets are currently uncategorized.
Should not some step be taken to insure that third phase
work on important but unidentified targets will be
performed?
