They non-concur in the recommendation (No. 8) that CGS assume a common role for the intelligence producing offices of both DDI and DDS&T. If DDS&T will come aboard under the Collection Guidance Advisory Group concept, I think there are enough other areas of agreement that we could move ahead on the problems raised by the report. After all, there is enough similarity of view between, say, OSI and OCI when it comes to collection requirements (too much similarity from JJIs viewpoint) that they ought to be able to work on solutions in common. As we have noted before in other contexts, the fact OSI and FMSAC are in a different Directorate is just one of those regrettable historical accidents.
