Approved For Release 2002/06/18 : CIA-RDP85G00105R000100130017-2 31 Mar 67 0 25X1A9A DDP Comments on Collection Requirements Survey Des responds favorably to the survey as a whole but has some serious reservation on the practicality of implementing some recommendations, particularly where they run into security problems for DDP. In his comments on 14 (of the 27) recommendations, he nonconcurs in two (one of them being the suggestion that FI Staff and CGS folks play musical chairs) and he concurs with amendments in six. The amendments generally are directed at adding the DDP or FI Staff as a participant in the action being recommended. Des devotes seven paragraphs and about five pages to "the most serious defect" that he finds in the report: "the treatment of the relationship between the Collection Guidance Staff and the Clandestine Services." In a word, as he sees it, "distorted".
