It is reccm mended that :
The Deputy Director for Plans
a. Direct the Chief of the FY Staff to
prepare and coordinate within CIA a draft revi-
sion of DCID No. 5/5 suitable for proposal to
USIB by its CIA member, to the end that the IPC
can be made into a satisfactory mechanism for
stating the needs of the community for clandestine
collection by CIA.
b. Direct the Chief of the TI Staff t as
Chairman of the IPC, to revise IPC procedures in
ways which will make than responsive to the
instructions of the now DCID and the needs of
the Clandestine Services.
c. Direct the assignment of sufficient
manpower to the IPC secretariat to sake possible
the early completion of the IPC List and to ensure
that it is thenceforth kept complete, accurate,
and current, with due regard to balance among
targets and to exclusion of redundancies between
clandestine and other systmes of collection, and
suspend all other normal operations of the Clan-
destine Services' requirements system, except the
development of requirements tailored to known
reporting sources, until this is accomplished.

It is recoasensded that:
The Deputy Director for Plans direct the chief
of the FI Staff to reject ad hoc requiresents for
collection which do not clfirlj 'satisfy the criteria
for clandestine collection established by USIB to
DCID No. 5/5; namely, that such requirements
necessitate clandestine collection and exclude
sujects'Tgat can normally be covered by o er
methods.

It is KOC-OMOnded that :
The CIA SIGINT officer, in order to facilitate
intelligence *Valuations of the product of CIA and
third-party COINT operations, discuss with NSA the
possibility of providing listings of all intercepts
from such operations which are not at present avail-
able to CIA analysts.
It is reco~ded that:
The CIA SIGINT officer prepare, for submission
to the USIB through appropriate channels, a proposal
for the identification of and separate processing
of the MINT product of air training mission* of the
unified and specified commands.

a. Direct these officers responsible for pre-
paring evaluations of CIA and third--paarty ALINT op-
eratios to include discussions of unsolved intelligence
problem and suggestions for future targeting in such
e+raluntions.
b. Direct the Chief, Office of Scientific
Intelligence and the Chief, Foreign Missile and Space
Analysis Center to prepare and issue periodic collet--
tion*ippoart ass ran la as guidance for CIA and third-
party BUNT *per tions.

direct the arrangement of periodic conferences between
w apon-sisters analysts and ALINT tasking officers
for the purpose of improving collection guidance and
