1. Paul Borel has a memorandum on the re-
tirement system which he needs your comments on.
2. You and Carl Duckett will accompany the
Director on Thursday for the Senate Arms Service
Committee Briefing. RJS will discuss this with
you personally with instructions on how the Director
wished it handled. He said to prepare carefully.
Carl will handle backup for S&T, and you will handle
deployed systems, the resource allocations aspects,
etc. Special attention is to be given to accuracy
in wording to conform to NIE language. I reviewed
the latest draft with Jack this morning.
3. On next Tuesday (the 23rd) the Director
will brief the Fulbright Committee (foreign affairs)
which will be world wide, and as Jack put it, just
filled with land mines. It has not yet been decided
how this will be handled.
4. With respect to the State Defense Study
Group Baseing Study, Jack indicated he has been
made responsible to designate the CIA representative
and that he has decided to name you. He hastened
to say that this does not mean that you have to do
all the work but that you would be responsible
to provide substantive intelligence for this group.
General Reynolds is completing his study of Intelligence
Requirements for Bases World Wide which will be a
USIB-based document. You_., are not responsible for
that. Substantive analysis will be your area of
responsibility.
5. With respect to the Stennis Sub Committe
25X1A9a Hearings on Strategic Posture Jack instructed -
to discuss with John Warner the ground rules
for handling. Jack indicated that OSR would be
the focal point in preparing this presentation and
that your responsibility would include pulling
together material from ONE or OER, etc., as might
be required. Nothing concrete is to be done until
we hear from -
