The subject paper has been reviewed in detail by OSI and the following comments are being forwarded in light of our earlier discussions on the mutual coordination of reports. 2. Review has shown many areas where OSI would take objection to the wording currently used in the paper. Most of the areas deal with the degree of certainty with which technical characteristics of the Moscow defenses are understood. It is felt that probably most, if not all, of these differences can be resolved in analyst to analyst discussion. Such discussions are underway. Typical of this kind of problem is 25X1B1 a 3. In several areas, particularly in regard to system effectiveness against various threats to the Soviet Union, more serious problems exist. In view of these circumstances, it is suggested that meetings between analysts be continued in an attempt to resolve as many difficulties as possible and to further define any areas of continuing controversy. I would also like to sug- gest that for those areas in which technical capabilities are defined for new systems still under development, OSR limit its comments to those which its analysts can make through their own analyses.
