The range of the number of divisions is 130-147, reflecting mainly the uncertainty as to the number of Category in divisions. 2/ Category I - Probably manned at 90 per cent or better of wartime strength in Germany, Poland, and Hungary. Probably lower in the border districts of the USSR and lowest in the districts in the interior of the USSR. 3/ Category II - Manned at 60-75 per cent of wartime strength. 4/ Category in - Manned at 10-30 per cent of wartime strength. 5/ These subtotals, excluding the nine divisions in the Turkestan Military District, comprise those Soviet ground forces which could be employed against Allied Command Europe in the early stages of a war.
