1/ This represents the best estimate of the total number of Soviet line divisions. The range of the number of divisions
is 130-147, reflecting mainly the uncertainty as to the number of Category in divisions.
2/ Category I - Probably manned at 90 per cent or better of wartime strength in Germany, Poland, and Hungary. Probably
lower in the border districts of the USSR and lowest in the districts in the interior of the USSR.
3/ Category II - Manned at 60-75 per cent of wartime strength.
4/ Category in - Manned at 10-30 per cent of wartime strength.
5/ These subtotals, excluding the nine divisions in the Turkestan Military District, comprise those Soviet ground forces
which could be employed against Allied Command Europe in the early stages of a war.

3/ About 42 of the 62 Warsaw Pact divisions are considered to be sufficiently manned
and equipped for commitment to combat as part of an over-all effort. against Allied
Command Europe. Of these, some 24 are Polish, East German, and Czechoslovak and the
remaining 18 are Bulgarian, Rumanian, and Hungarian divisions. None of the 16
Yugoslav divisions are considered operationally ready.
