An historical data base has been created from Congressional Budget Justification Book information, using actual dollars and authorized manpower positions. The 1984 budget was the basis for unit identification within each program. Dollar and manpower figures were extracted from program CBJBs for the years 1979 through 1984, providing actual values for years 1977 through 1982 and estimates for 1983 and 1984. The current budget figures were used for estimates beyond 1984. 2. Wherever possible, the maximum detail available in the CBJBs was retained in the data base. In some instances the CBJBs identify subsets of current expenditure centers. As an example, the General Defense Intelligence Program currently only identifies Army, Navy, and Air Force Unified and Specified Commands. In prior years each of the U&S Commands was further subdivided into European, Atlantic, Pacific, etc., within each service. The historical data base preserves the earlier level of detail, yet is designed to readily aggregate prior year values into current unit identities. 3. In most instances the CBJBs are less specific than the current budget, for example, in the appropriation and manpower type designation. Although the current budget identifies Officers and Enlisted within each Service, earlier CBJBs only provide total positions by Service or, as in 1979, only total military positions within DIA without Service distinction. Similarly, earlier CBJBs do not distinguish between Civilian.Pay and Operations and Maintenance, Other. 4. Despite these shortcomings, the historical data base provides NFIP resources data for the years 1977 through 1987 with actual values obtained from a single source hard copy and estimates based on most recent budgetary submissions. Individual program managers have been provided with detailed displays of current historical holdings. The data base is flexible and any corrections or enhanced detail that is provided by the programs can be readily accommodated. 6. The data elements of the historical data base include: STAT -- Program -- Service -- Expenditure Center -- Consolidated Expenditure Center -- Structural Category -- Appropriation/Manpower Type -- Fiscal Years 1962 through 1992 (however complete NFIP totals are only available for 1977 through 1987). 7. The historical data base has been exploited to satisfy some requests for information with regard to Congressional inquiries. It is requested that further use be made of this data source in order to confirm the validity of the entries and to present consistent figures in data displays prepared for Congress. 8. As a point of departure, many of the displays available from the budget system are also available within the historical data base. Identical terms are used wherever possible and, as stated previously, the historical records are designed to readily display prior year data in terms of current unit descriptors and aggregates. 9. The historical data base will be updated as new information is made available during the budget cycle. All entries for 1982 and prior years are fixed, based as they are on the published CBJBs. The new budgetary information to be submitted in September 1983 will replace all data for 1983 and later, providing actual numbers for 1983 and updated estimates for all other years. In this way the historical data base will serve as the permanent basis for budgetary information supplemented by the most recent budget submissions.
