1.__ As requested in reference (a), I have reviewed the NMWP-II
IWG proposed follow-on study topics. I share your concern that the
Intelligence Community should participate actively in those studies
which will impact on NFIP assets. It is essential that the NWMP-II
study results be folded into ongoing Intelligence Community planning
initiatives.
2. By reference (b), OSD has already promulgated lead agency
sponsorship and funding for each study. I foresee no need for
full-time participation by members of my staff; however, we may well
be able to contribute through our continued participation on
existing Intelligence Community committees and working groups, once
the degree of OSD/DCI cooperation/interaction on the studies is
resolved.
3._ Of the 14 follow-on studies, four appear to be prime
candidates for joint OSD/DCI leadership:
a. Study #1, Intelligence Requirements;
b. Study #7, Ground Systems Intelligence Capability;
c. Study #9, Exercise Support; and
d. Study #11, COMINT Processing.
4.n Although the results of the other ten studies will also be of 25X1
cosiderable interest to the Intelligence Community, OSD lead in
these studies seems appropriate
