Odom, USA Assistant Chief of Staff for Intelligence Department of the Army SUBJECT: Nuclear Weapons Master Plan, Phase II (NWMP-II) Intelligence Working Group (IWG) Recommended Studies 1. The briefing presented by the Chairman of the NWMP-II IWG to the Reconnaissance Systems Review (RSR) Senior Review Group on 28 July, and the ensuing discussion, brought a number of issues to the forefront concerning the studies recommended under the RSR Alternative II agreement and those contained in the NWMP-II IWG report. We believe that it is appropriate now for the NFIP Program Managers to formally assume Intelligence Community responsibility for those studies that impact on their respective programs. We propose to provide the NWMP coordinator with Intelligence Community recommendations as to the responsible authority or authorities for the conduct of each of the NWMP-II studies, and for those studies recommended under the RSR Alternative II agree- ment that are not adequately covered by NWMP-II. 2. In order to present a coordinated Intelligence Community position on this subject, we ask that you review the proposed studies contained in the Conclusions and Recommendations section of the final NWMP-II IWG report, and identify: those studies for which you, as Program Manager, are solely or primarily responsible; -- for studies in this category, a brief, one page summary outlining the purpose of the study, the goals, and estimated completion date would be appreciated. those where you have a contributory role; those studies already under way within or under the purview of your organization; those studies for which funds have been made available to you by DUSD R&E C3I; and your recommendations as to who should chair (or co-chair) or sponsor each study. The Planning and Policy Staff of the ICS will prepare a draft memo- randum based on all of the Program Managers' responses outlining Intelligence Community recommendations as to how and by whom the studies should be con- ducted. I plan to reconvene an abbreviated ve the Senior Review Group to discuss and approve these recommendations. 4. In order to proceed with this effort as expeditiously as possible, we would appreciate your comments and recommendations on the proposed studies by COB 26 August. The Senior Review Group will probably meet during the first or second week of September.
