SUBJECT: Organizational Study (CI and CM): Status Reports
1. Action Requested: None. This is for your information only.
2. Background: Based on the attached status reports, I plan to schedule
a SIG(I) meeting in early June to deal with the IG/CI product and a second
meeting in July for the IG/CM product.
IG/CI recommendations pertaining to Guidelines for the Maintenance of
Counterintelligence Data Bases have been forwarded to SIG(I) members for their
personal review and comment. If it is deemed necessary that this item be
discussed at a meeting, I will add it to the agenda for the early June
meeting.

MEMORANDUM FOR THE CHAIRMAN, SENIOR INTERAGENCY GROUP
(INTELLIGENCE)
SUBJECT: Organizational Study in the Countermeasures
Area
Although work has been progressing steadily on the IG/CM
organizational study, it has become clear that due to its
length and complexity, the study will not be completed by
the end of May.
As you recognize, we are covering some twenty separate
programs from an organizational standpoint. Coordination
will be required of many separate offices and organizations
within the executive branch. At this stage, we anticipate
at least two formal rounds of coordination will be required
to produce a finished product.
We now are looking toward the end of June as a target date
for completion of this study. Even this is an optimistic
forecast, but I intend to hold to this course if at all
possible.
