Nominations for Chairman of the Foreign Language
Training Committee
1. I should like to submit the following names for your consideration as
Commandant of the Defense
Intelligence School
received his B.S. degree from the Virginia Military Institute and
did graduate I work at the University of Oxford (B.A., M.A.) and Yale University
(M.S., Ph.D.). He has served as Department Chairman and Permanent Professor
of Management, Economics and Geography at the Air Force Academy and was Chief
of the DIA Liaison Office in London. has served on an ad hoc
economic intelligence working group chaired by t en DCI George Bush, and is
the Department of Defense representative to the National Advisory Board on
International Education Programs. This Board, chaired by the Department of
Education, is concerned with foreign language and area studies.

She has served in that agency since 1952. A member of the Senior Cryptologic
Executive Service has held management positions in resource
allocation, cryptologic and language training. She was the NSA representative
to the DCI Ad Hoc Task Force on the Linguist problem and has represented NSA
in the Defense University Forum, the Interagency Language Round Table, and
other government committees dealing with foreign language training. In
addition, has had extensive dealings with the business and academic
communities, particularly on such matters as computer assisted language
instruction and machine translations.
2. I had considered recommending Mr. Pierre Shostal, Dean of the Foreign
Service Institute's Language School but have just learned that he will be
leaving that post shortly and that his new assignment will not be concerned
with foreign language and area matters.

SUBJECT: Nominations for Chairman of the Foreign Language Training Committee
3. It is the considered opinion of several members of the FLTC, with
which I concur, that it would be inadvisable to appoint as Chairman any of the
representatives of the intelligence services of the four uniformed services to
the.FLTC. They are already deeply committed to their own individual service
responsibilities and do not have the interest, time, or the breadth of
background necessary for the Chairmanship.
