This is the second of a series of brief status reports on the activities of the
NSIA Intelligence Interface Study group, NSTG 83-1. Since providing you our
first report on 6 May 1983, we have completed a data gathering trip to Europe.
Eighteen of 22 members completed the two-week visit to 26 units and installations.
The intensive and effective coordination between Colonel LaChance of your of-
fice and EUCOM J2 Action Officers, Major McGrew and Major Figueroa, proved
highly effective. We participated in multiple, well prepared briefings and
discussions at Army and Air Force elements throughout the Central Region.
Limited visits with Alliance activities contributed to the NATO focus of our
study.
We were uniformly well received. These visits were usually by small teams of
two to six people, except for briefing sessions at EUCOM, USAREUR and USAFE.
For EUCOM briefings, the whole team attended. At USAFE and USAREUR, approxi-
mately half the team attended each. Other visits summarized by type activity
follow:

EUCOM was particularly supportive. General W. Y. Smith, DCINC, EUCOM and
Senior Staff members met with our team upon entry into theater in a free
ranging round table discussion culminating a day of detailed briefings.
Upon concluding our visit, exit discussions were held with principal staff
officers at USAREUR, USAFE and at EUCOM. At the exit discussion with EUCOM,
Lt. General Stone, Chief of Staff, responded very favorably to the actions
underway. He picked up two thoughts conveyed during that discussion for further
action by the EUCOM staff and committed EUCOM to providing further data gather-
ing assistance for our study if that need developed. Both General Stone and
General Heinz, EUCOM J2, relayed to us General Rogers personal interest in
this effort.
From the viewpoint of the members of the study team, these visits and dis-
cussions were an indispensable element in the effective execution of the
study.
Data gathering activities to date have focussed on identifying significant
issues (or problems) including supporting evidence, in six areas; namely, C2
Nodes, Weapon Systems, Targets, Sensors, Communications, and System Integration.
Analysis activities will follow during the month of June and will consider these
issues (or problems) in terms of sensor capabilities and interactions, intelli-
gence dissemination, and systems integration. As a first cut, some 50 indivi-
dual issues have been identified. These must now be analyzed within the scope
and objectives approved for the study.
A quick review of these draft issues confirms the timeliness of this study ef-
fort. The members of the study team, Mr. Cade and I believe constructive recom-
mendations will be possible in a number of areas.
We will continue to keep you appraised of our progress.
