MEMORANDUM OF AGREEMENT
BETWEEN THE
PROGRAM MANAGERS OF THE GENERAL DEFENSE INTELLIGENCE PROGRAM (GDIP)
AND
THE CONSOLIDATED CRYPTOLOGIC PROGRAM (CCP)
SUBJECT: U.S. Army Intelligence Support Activity (ISA) Program
and Budget Responsibilities (U)
1. (SNF) Purpose: This Memorandum of Agreement identifies CCP
and GDIP resource management responsibilities for the U.S. Army,
ISA. ISA management will be carried out under the general
guidance of the Director of Central Intelligence as provided in
E.O. 12333.
2. (U) Responsibilities:
a. (TS-CCO) The Army will comply with CCP guidance for ISA
SIGINT systems acquisition and operations, and with GDIP guidance
for its non-SIGINT systems and operations.
b. (SNF) To preserve ISA's financial flexibility, all ISA
personnel and operational funding will be in a single GDIP
program element.
c. (U) The CCP Manager will:
