SUBJECT: Review of Capabilities Planned, Programmed and Budgeted to Support
Implementation of the NTP.
Reference: IC Staff Draft Report, subject as above, dated December 1982
1. I have reviewed the draft study (reference) and find it to be a very
comprehensive document and an excellent piece of staff work. I am pleased
that our support to the effort was helpful to you.
2. While I fully support the recommendations I have some reservations in
two areas:

a. First, I am concerned about our collective ability to achieve full
connectivity between the various national and defense imagery ADP systems
by the mid 1984 time frame and the potential impacts that might arise in
the event that the capabilities cannot be fully implemented by all parties
at that time.

b. Secondly, once all systems are online and we are able to facilitate
full exchange of imagery reporting within the community intelligence centers,
Defense may well be asked to share portions of the national exploitation
task. While this has a good deal of merit, we would be unable to carry out
the tasking without additional resources over and above those already identi-
fied to support the mid-late 1980s imagery systems mix.
3. I look forward to continued close cooperation between our respective staffs
on these imagery exploitation issues.
