Howe, Directors Bureau of Politico-Military Affa Department of State ~ Richard Perle, Assistant Secreta International Security Policy Department of Defense ~(~c }~ Subject: Analysis of Collection Resources'' Role in Arms Control Verification The START and INF IGs are planning to present the NSC with a series of proposals for INF verification next month, with a view to tabling those proposals with the Soviets. As the NSC reviews these issues, it will have to know whether additional resources could improve our monitoring con- fidence with regard to the following outstanding issues: de- termination of missile range capability; counting the number of missiles, including refire missiles and their launchers, including mobile launchers; assessing throw weight; counting the number of RVs carried by a missile system; and finally dis- tinguishing cruise missiles that are relevant to a treaty (e.g., GLCMs versus ALCMs or SLCMs) and distinguishing between nuclear and conventionally armed missile systems. On behalf of the two IGs, we therefore request that the Intelligence Community develop a brief paper that outlines il- lustrative options for the expenditure of additional resources on new or additional collection platforms and capabilities for analysis of the relevant monitoring data, showing which addi- tional assets might increase our monitoring confidence, to what extent they would help, and how much they might cost. In order for this paper to be presented to NSC principals in conjunction with the INF verification proposals, it should be available by mid-February.
