McMahon Deputy Director Central Intelligence Agency Washington, D.C. 20505 Thank you for your letter to Deputy Secretary W. Kenneth Davis of January 11, 1983, concerning staffing for the Department of Energy (DOE) Headquarters Intelligence element. Dr. Davis has subsequently resigned; hence as the Department's Senior Intelligence Officer, I welcome the opportunity to apprise you of the status of staffing in our Intelligence activity. The Department found it necessary to provide adequate staffing for several mandated programs in FY 1983 having Congressionally directed employment levels. As part of that augmentation process the Department slowed the hiring rate in areas with significant vacancies to provide staffing in the areas of shortage. The Office of Management and Budget had only recently in FY 1983 authorized an increase in the DOE intelligence area so many of the intelligence full-time equivalents were vacant and hiring could be slowed. Because the reduction affects only FY 1983 manpower, this situation should be viewed as a hiring deferral, not a staffing reduction. Please be assured that we remain committed to adequate staffing for the Intelligence organization and to provide manpower at levels which ensure the discharge of DOE's full respon- sibilities. Presently we have 25 positions filled and have several other positions about to be filled. During the remainder of this fiscal year, we will fill intelligence vacancies on a priority basis, utilizing other Defense Programs organizations staffing ceilings so that we can be fully staffed soon after the end of FY 1983.
