SUBJECT: National Security Council Staff Organization
The President has recently approved a number of recommendations
concerning organization of the National Security Council Staff. I
would like to advise you of the key elements of his decisions.
First, the organizational structure of the Staff has been recast
to reflect more accurately assigned areas and levels of respon-
sibilities. Attached is a diagram of the new structure.
Second, the President has appointed Robert M. Kimmitt as Executive
Secretary of the NSC and Special Assistant to the President. The
decision to upgrade significantly the position of Executive
Secretary, as provided for in the National Security Act of 1947,
was based on the recognition that close coordination among
Executive Secretary counterparts is of central importance to the
operations of the NSC system. I would welcome any additional
suggestions you might have concerning NSC operations.
