Congressionally Directed Actions from Senate Select
Committee on Intelligence Classified Annex
REFERENCE: SSCI Report on FY 1984 NFIP Budget, BYE 2948-83,
dated 12 May 1983
1. The Senate Select Committee on Intelligence (SSCI) in its classified
report on the FY 1984 budget, included a number of requests for actions to be
undertaken by Community elements in response to specific congressional
concerns. One request, identified on page 17 of the referenced report,
involves reprogramming. It is requested that your staff ensure that the
following instructions are provided to all program managers as soon as
possible. The following types of action constitute reprogramming which
requires prior Committee approval:
- Irrespective of DoD appropriation or program element totals, any
proposed action which exceeds the standing dollar thresholds
established for defense appropriations which are currently $10
million procurement, $4 million RDT&E, $5 million O&M and $10
million military pay.
Any proposed action which, although below normal dollar thresholds,
can reasonably be considered to be an item of special Congressional
interest.
Any proposed action for an activity that has not specifically been
authorized.
Any proposed action for an activity for which authorization has been
reduced by Congress.
Any proposed action involving an activity--including any activity
required to be reported to the Intelligence Committees pursuant to
Title V of the National Security Act of 1947--the disclosure of
which could have significant international political implications.

- In addition, except in those instances where funding is denied
"without prejudice", if all funding for a project or activity has
been denied by the Congress it is not considered proper to submit a
reprogramming to fund such project or activity. (U)
2. Please prepare appropriate correspondence to community Program
Managers to implement committee instructions. (U)
