Opening Remarks welcomed all to the meeting and asked the IHC members if there were any changes or corrections to the last IHC meeting held on 16'June 1983. No changes or corrections were noted. then introduced Mr. Chuck Mangio of FTD to the IHC and thanked him for taking time from his busy schedule to travel to Washington, D.C., to brief the IHC on FTD's CIRC development. II. FTD CIRC Briefing Mr. Chuck Mangio of the Air Force's Foreign Technology Division (FTD) provided the IHC members with an informative briefing of FTD's Central Information Reference and Control (CIRC) system. Mr. Mangio provided an overview of the existing CIRC system, planned upgrades, size and scope of the upgrade effort, and its participation in the Community Information Retrieval System (CIRS) as one of the early nodes. His briefing stimulated a good question and answer dialogue among the IHC members and between the IHC members and Mr. Mangio. (A copy of his briefing slides are attached for your reference.) III. Reports informed the IHC that two new groups had been formed to 25X1 address specs is pro em areas in the CIRS development effort. These two groups are the Mangement Group and the Security Group. He further advised the IHC that the two groups were scheduled to meet on 11 August 1983 at Headquarters from 0900 to 1300. reported on the results of the COINS/DODIIS gat wa meeting. The results indicated that the DIA will be concentrating on the ustomers 25X1 and that FTD and AFIS would take care of the interface with the ustomers. reported to the IHC that the IHC Telecommunications Subcommittee na-a-meet-w 27 July 1983. At this meeting the draft of the study was discussed and the Subcommittee agreed with the recommendations. The Subcommittee recommended that the study be reorganized to provide a summary of the information in a few pages in the document's front section and to discuss the background data and alternatives in an appendix. The study is now being rearranged. The Subcommittee also recommended that the study be forwarded to the full membership of the IHC for their review and approval. The study included: (a) definition of INR's automation requirements, (b) identification of Community ADP developmental efforts or systems currently in operation which may be applicable to INR's needs, and (c) establishment of a plan for achieving an improved ADP capability for INR within a reasonable period of time. Recommended resource implications are also to be addressed within the study. The draft of the study will be presented to Hugh Montgomery for his comments prior to forwarding it to the DCI on 23 August. reported on the first meeting of the Geographic Information Systems Working Group (GISWG) which was held on 25 July 1983. Members of the new working group included members from Department of State, Commander Naval Intelligence Command (COMNAVINTCOM), Defense Intelligence Agency, USGS, Defense Mapping Agency, Central Intelligence Agency, Air Force Intelligence, Headquarters Department of the Army (DAMI- ISP), National Security Agency, and Naval Intelligence Support Center (NISC). The members of the GISWG were provided a briefing on the results of the initial investigation conducted by the IHC into the use of various automated geographic information display systems currently in use, under development, or in the planning stages by various components of the Intelligence Community. Following the briefings, discussions were held to focus on the effort of the working group. The results of the first GISWG meeting highlighted the fact that geographic information systems being looked at for overall Intelligence Community use can be separated into two distinct but parallel efforts. Those two separate efforts are the short-term/intermediate effort and the long-term effort. The short-term/intermediate effort would address the standardization of an automated geographic/cartographic capability based on current off-the- shelf video disc-based technology. This specific standardization effort would attempt to provide a baseline standardization policy to include such considerations as map scales, map separates, feature separates, host compatibility, indexing schemes, and flexibility to include various non- geographic/cartographic capabilities, and technology transfer. The short- term/intermediate efforts would also develop an ambitious but realistic time line in developing proposed standards in order to focus Community resources in pursuing geographic information system capabilities as well as providing coordinated requirements to DMA. The long-term effort should address the larger problem of total digitization of all geographic/cartographic information to provide a truly interactive/updatable automated geographic/ cartographic information system capability. This standardization effort would attempt to provide resource requirements, storage capabilities, host/mini- micro computer interf aces, technology transfer, software issues, etc. The long-term effort should also provide a phased approach in developing this standardization but ensuring that phases and timeliness developed are flexible enough to afford any update required on an annual basis to take advantage of new technological developments.
