SUBJECT: Background Paper for Seniors' Meeting
The following topics are issues for potential use by you (or the D/DCI)
in private discussions at the forthcoming seniors' meeting. The topics relate
to the role of the military services and narcotics intelligence. With the
exception of Item 7, all of these are issues which have been addressed in the
correspondence prepared for Mr. McMahon's signature to General Stilwell and to
LTG Williams.
1. Increased role for the military attaches in narcotics
intelligence. (The Narcotics-Working Group is currently
finalizing specific guidance for the DAOs in critical narcotics
countries. This guidance will be provided to DIA for transmittal
to the DAOs in critical narcotics countries within the general
collection framework of the National HUMINT Plan.)
2. At present, there is no DIO for Narcotics. DIA should nominate a
senior advisory officer to interface with the NIO for Narcotics
and to serve as a focal point for narcotics intelligence support
within DIA.
3. The establishment of an analytic component within DIA to focus on
the narcotics problem and to develop strategic narcotics
intelligence reports directly affecting broad national
security/defense concerns.
4. The anomaly contained within E.O. 12333 which specifically assigns
to the military services responsibility for "the collection,
production and dissemination of . information on the foreign
aspects of narcotics production and trafficking," but assigns no
responsibility to DIA for narcotics information or support.

5. The problem of disparate narcotics intelligence collection
resources within DoD which involve intelligence, counter-
intelligence, and criminal investigative assets, all of which have
varying organizational relationships within the various military
services.
6. DoD initiation of a long-range comprehensive study of all DoD
collection assets able to contribute to narcotics intelligence.
7. The possible assignment of military intelligence officers to fill
the role of intelligence coordinators at one or more of the
narcotics interdiction centers currently being established by the
Vice President.
