Significant Program and Budget Activities for
6-23 September 1983
1. The DCI has continued to build his case for protecting the needed NFIP
budget levels for FY 1985-FY 1989. Actions include:
-- At the 13 September NFIB meeting, the DCI alerted NFIB members
to the need for a thorough review of current programs to determine what we
might give up to protect vital. new initiatives.
-- The DCI sent to the DDCI and ICS a proposed format for analysis
and display of the intelligence impact of any NFIP cuts caused by downward
pressure on the DoD budget.
l~Tith the DDCI support, we have persuaded the DCI to await
preliminary review of budget in assessing the impact of various tradeoffs
and determining the program mix to improve intelligence capabilities. Two
NFIC meetings are to be scheduled--the first in mid-to-late October to
review target/topic coverage and follow up meeting in November to review
resource allocation recommendations for the 15 November DCI budget submit
to the President.
-- The DCI has been provided, at his request, additional data on
the 4, 8, 12 percent exercise and he is considering some program
cancellations and deferrals.
2. PBS Program Monitors are scheduling joint hearings on the budgets
received 15 September and in the following two weeks. Diost budget submissions
were received on time. Hearings begin Monday, 26 September and continue over
the next three weeks.
3. Congressional review of the FY 1984 budget continues. Appropriation
Committee staff recommendations have to date contained no surprises and are
not expected to be too severe. Members reactions are uncertain. n

4. The President submitted DoD FY 1984 budget amendment on 15 September.
The only impact on the NFIP budget is expected to be an inflation adjustment
5. A meeting with members of PFIAB studying the NRO management structure
of the NRO appeared?to be favorable to our interests.
6. Formal reprogrammings forwarded to Congress on covert action, a CCP
reprogramming for a dedicated computer to process a sensitive signal, and a
couple of informal staff actions concerning funding shifts appear to be
receiving favorable review..
7. The need for a continuing resolution remains a concern. We need to
continue to follow this closely to avoid adverse impact on intelligence
operations.
