DiPICOOCy Mureve) (S) Today the President signed the National Security Decision Directive on Public Diplomacy. At the sass time, he has reiterated the high priority which he attaches to the issues of peace and security, with particular focus on the twin matterQ of arms control. and deployment in Europe. He has asked me, in my capacity a" Chairman of the Special Planning Group (SPG), to designate a point man to be responsible for the development of a. public diplomacy strategy on European security and arms control while the International Political Committee (IPC) -is being formed. (6) After consultations with Secretary Shultz, I have asked Ambassador Peter Dailey to assume this responsibility and chair an interagency committee on European Security and Arms Control Public Diplomacy. This matter is of immediate impor- tance. His appointment will be temporary and in addition to his appointment as our Ambassador to Ireland. For this assign- ment, he will function as the President's Personal Representative. (S) Ambassador Daily and his+ committee will carry 'out their responsibilitie in the context of the IPC, with substantive policy guidance to be provided by established policymaking bodies in his f eid, particularly the INF Interdepartmental Group. The Pub is Affairs and International Information" Commit- tees will also lay roles in this overall effort. (S) As chairman of his European subgroup of the IPC, Ambassador Dailey will need staff support, to include officers detailed from appropriate agencies and.departments. - His office will be established in the Department of State. I request the Department of State provide Ambassador Dailey with appropriate office space, logistic support operating budget, and clerical support. .
