NOTE FOR THE DIRECTOR
I am attaching the draft papers
prepared by the Department of Defense.
They look very good except for the
second, third and fourth full para-
graphs on page 2 of the classified
proposed letter to Kenneth Robinson.
In my view, by setting forth the
negative aspects of a quarantine, we
could be creating inform ation that
could be used against the Administra-
tion in the event a quarantine becomes
necessary. I would delete those
paragraphs. .
