Key Issues for Review and Assessment by Narcotics Working Group A.--Evaluation by the law enforcement community of its priority needs from the Intelligence Community 1. Comparative review of importance of intelligence on narcotics production vs. narcotics trafficking; of the importance of cocaine's domestic impact vs. that of heroin. 2. Review of enforcement community's ability to accommodate classified or compartmented information. 3. Review of technical capabilities of Intelligence Community in support of law enforcement agencies. 4. Review of legal issues and/or restrictions. B. Review by the Intelligence Community of the priority requirements and/or needs for finished intelligence by Community members and by' senior policymakers 1. Assessment by NI0/Narcotics of priority needs for finished narcotics intelligence production from the Director, Drug Abuse Policy Council, NSC, State, Treasury. 2. Review of intelligence needs of other Community members, e.g., NSA. C. Review of Imagery acquisition and methodology 1. Review of the requirements of the enforcement community and the intelligence analytical community. 2. Establishment of intelligence gaps or conflict with other priorities. 3. Identification of technical/user problems. 4. User evaluation programs--possibilities for new methodologies. Pursuant to Section 1.7 (g) of E.O. 12333, review procedures by which operational intelligence on narcotics being obtained from DEA, Customs, INS, and the Coast Guard is made available to the Community B. Formulate recommendations for practical and effective interagency coordinating mechanisms to ensure proper interface between operational and analytical components of the Intelligence Community 1. Review coordinating procedures between NFIP and non-NFIP elements at the mission level 2. Review existing interagency fora at headquarters level 3. Review existing coordinating mechanisms between analytic and operational components of non-NFIP narcotics collection agencies C. Review Narcotics Community production plans and develop a Community-wide program for the exchange of production plans on international narcotics 1. NFIP and non-NFIP research plans 2. Identify areas of duplicative effort and provide both enforcement community and Intelligence Community with scheduled and prospective projects D.
