D.G. 20506 ExaC___ f? ____ April 11, 1983 83-1803 11---i SUBJECT: Items Not Covered at the Meeting with Judge Clark on April 6, 1983 Don#a 1. State Department as a national security agency. Attached are letters from Secretary Shultz and Anne Armstrong that speak to this problem. The Judge is very concerned and supportive. A further expression of support by CIA would be useful at our next meeting. There is considerable concern within the NSC staff on this issue. Recommendation is that the FOIA matter be raised at an inter-agency meeting, chaired by CIA, which includes concerned lawyers and legislative counsels. The belief here is that if we are going to move forward with legislation it has to be a part of an integrated legislative strategy if it is to work. Bob Kimmit of the NSC staff who has been in touch in the past with Stan Sporkin should be the contact point for an inter-agency meeting. Please consider this option. We do not see any need to respond to the Moynihan/Goldwater letter of March 28.
