The following topics are on the agenda: -- NSDD-97 Steering Group. This directive set national security telecommunications policy. It did not include CIA as a member of the steering group (OSTP, NSC, OMB, and Clark or his representative constitute the The DDA has prepared a background note to this effect. A copy of NSDD-97 is included. NIo/AF 6.a'e Chad. The DDI I prepared talking points summarizing its assessment on 4he Chadian dissidents' advance, the role of Libya, Nigeria, and France., and the signficance of a possible Chadian defeat at Faya Largeau. -- NSSD-13, National Space Strategy. Judge Clark's memo of 20 June ac ow le ges receipt of inputs to the study on space strategy. In addition to its call for continued support in this study which sould lead to a Presidential decision in early September, the memo indicates the Judge finds the notion of a unified space command attractive. You may find this an appropriate time to restate your concern to keep the NRO/NRP intact. This could, I believe, be done even with the creation of a unified space command. The intelligence community has,'however, large stakes involved in the present structure and operating style; let's not change a good thing without guarantees that it would be better. The IC Staff has prepared talking points. 2. The following topics are not on the formal agenda but you may wish to raise them with the Judge; -- Counterintelligence. As you know, some NSC'ers have expressed concern that an FOIA bill provide relief for the community and not just CIA. Ken DeGraffenreid in particular took some relief that your statement to the SSCI noted the possibility of other agencies weighing in. -- NSPG on the Middle East. -- LSG on Central America. Because of the significance of NSDD-9.7 as it concerns the Approved For Release 2009/04/14: CIA-RDP85M00363R001102500002-5 Topic for DCI/DDCI Meeting with Judge Clark 1. National Security Decision Directive-97 (NSDD-97), National Security Telecommunications Policy, was approved and signed by the President on 13 June. NSDD-97 not only replaces Presidential Directive 53, but it also deals with the totality of telecommunications as it affects national security. 2. In April we submitted a number of modifications to the NSDD-97 draft. Some of the modifications were incorporated in the final document. However, the most critical recommendation submitted is not contained in the final document--in view of the pervasive effect which NSDD-97 has on the Intelligence Community in general se a on the NSDD-97 Steering Group. The NSDD-97 Steering we urged that the DCI be permitted to designate a Group currently consists'of.the Director, Office of Science and Technology Policy, the Executive Agent of the National Communications System, the Associate Director of OMB for National Security and International Affairs, and it is chaired by the Assistant to the President for National Security .Intelligence Community, we 25X1 25X1 again request that the urge that Judge Clark permit them to appoint a representative to the NSDD-97 Steering Group.
