1. We plan to issue the Executive Summary, Volume I of the Joint Net
Assessment in advance of the Main Report, Volume II, which wiles longer to

officials. Within CIA, by Chm/NIC, VChm/NIC, D/SOVA, D/OSWR, and
the SRP. Within DoD, by selected individuals in OSD, JCS and the
Military Services. Results of this review should be in hand by
the middle of the week, within CIA; uncertain of DoD date. Cannot
yet predict the reactions we will get.
--After this review, and suitable modifications, the draft will go
to the SecDef and DCI for final approval. When the draft will be
ready for final approval will depend nn potential problems as the

SUBJECT: Status of the Joint Net Assessment
--Soviet Approach to the Balance. An earlier draft was coordinated
within the Intelligence Community. The final draft is almost
finished. The summary of the chapter needs only minor revisions.
--US Approach to the Balance. Most comments from the working level
review done in August are incorporated in the main text. The
final draft is nearly complete. The chapter summary needs
revision to correspond to the text of the Executive Summary.
--Graphics. Progress on the graphics is lagging the main text.
They are being done by a small OSD and CIA working group. 125X1
