Shultz Secretary of State On those briefings you requested we will be ready on the Soviet Union by the middle of next week and on China any time. The technology transfer briefing is also available whenever you would like it except that I would like a few days to bring up to date the damage that's been inflicted on the East Bloc intelligence apparatus by what adds up to over 100 PNGs, defections, arrests and exposures over the last six months. On the impact of oil spills, I'm getting this done on paper first and then you can decide whether you want to follow it up with an oral discussion. William J.
