The purpose of this letter is to register our
continuing support for the joint venture of CRS/Sirrine,
which was selected as the best.qualified in competition
to design the new CIA headquarters facility. We continue
to* feel concern that the design contract was given to the
second place firm as a result of vague and misleading
allegations that CRS was in some way a security risk because
of a foreign minority shareholder. We understand that the
CIA General Counsel has found that the minority shareholder
of CRS exercises no control or influence over the policies
and activities of CRS and therefore, CRS is capable of
handling any sensitive work for the U.S. Government.
We have also been advised that there have been problems
in the negotiation and execution phases of the current design
contract. We strongly believe that the CRS/Sirrine Joint
Venture should again be afforded the opportunity to provide
architectural and engineering services for the final design
phase of the CIA headquarters project.
