Dear Mr. Chairman:
For.over thirty years the Department of Labor has been actively
involved in international activities in support of U.S. foreign
policy objectives. It has played a leading role in U.S.
participation in the International Labor Organization and other
multinational bodies. As a member of the Board of the Foreign
Service it participates in the management of the Foreign
Service and also shares with the Department of State in the
administration of the labor attache program. The Department
has had extensive policy and operational responsibilities
relating to foreign trade and investment, technical assistance
and cultural exchange activities.
In the field of research and analysis, the Department of Labor
has been engaged in continuing programs and special projects
relating to international trade union organizations, foreign
labor movements, wages and employment, productivity comparisons
and human resource development. The Department has published
studies on labor in over 75 countries.
In addition to personnel with substantive operational responsi-
bilities, the Department has a special staff of area advisers
who maintain expert knowledge of labor and related political
and economic developments throughout the world. Our experience
and accumulated knowledge in the field of international labor
is unmatched by any other governmental agency or academic
institution.
With the growing impact of labor developments on U.S. interests
abroad, the Department has increased its efforts to analyze
these developments, to assess their impact on U.S. interests,
and to develop recommendations for actions which may ;support
foreign policy goals and strategies. Expanding communist
influence in foreign labor movements and international organi-
zations and the deterioration of labor economic conditions
throughout the world pose serious threats to major U.S. polit-
ical, economic, military and commercial interests.

Discussions with officials of the National Security Council and
the Bureau of Intelligence and Research of the Department of.
State indicate the need for improved policy-oriented analysis
of labor developments abroad. The Department has been encour-
aged to seek membership on the National Foreign Intelligence
Board. This will greatly facilitate our access to the full
range of intelligence data necessary for our work and the
opportunity to identify gaps that may need to be filled. It
will assure that our effort are fully coordinated with and
supportive of efforts of other agencies involved in research
and analysis. .It will enable our special insights and
perspectives of domestic and foreign labor to be factored into
assessments of foreign developments and the formulation of
effective responses..
It is timely and appropriate for the Department of Labor to be
granted membership on the National Foreign Intelligence Board,
and I seek your favorable consideration of our request. I
assure you that the Department will comply fully with the
responsibilities and obligations required of all members of the
Board.
