Vietnam which you sent me recently. Our analysts have been aware
of the research effort underway through their contacts with
They greatly appreciate the work
that has been done in collecting and evaluating the voluminous
information and presenting such a compelling indictment of
Hanoi's domestic policies.
Most of the study's information has been well-known within
the Intelligence Community. But the authors have performed a
very useful and important service in pulling together the record
and in effect dramatically hauling the Vietnamese into the docket
of international public opinion. This, as you are well aware, is
the kind of thing that can often be done most effectively outside
of the Government.
