GATES The Director of Central Intelligence, Mr. William J. Casey, appointed Dr. Robert M. Gates to be Deputy Director for Intelligence, effective 4 January 1982. In this position Dr. Gates serves as the DCA's principal adviser on intelligence analysis and directs the Central Intelligence Agency's component responsible for the production of finished intelligence. After joining the Central Intelligence Agency in 1966, Dr. Gates served as a current intelligence analyst in the field of Soviet policies and tactics, and in 1972 was assigned to the staff of the Special Assistant to the Director of Central Intelligence for Strategic Arms Limitations. In late 1973 he served as one of two Assistant National Intelligence Officers for Strategic Programs. In 1974 he was assigned to the National Security Council Staff where his responsibilities included policy and operational matters-relating to the USSR and.Europe. In late 1976, he was reassigned to work in CIA's Center for Policy Support. Dr. Gates returned to the National Security Council in early 1977 as Special Assistant to Assistant to the President for National Security Affairs Zbigniew Brzezinski. After nearly three years at the NSC, Dr. Gates returned to CIA early in 1980 to head the Strategic Evaluation Center but shortly thereafter was named Executive Assistant to the Director of Central Intelligence. In November 1980 he was appointed National Intelligence Officer for the USSR. In March 1981 he was appointed Director of the Executive Staff and in July was named to head simultaneously a new Office of Policy and Planning. In November 1981, the Director asked Mr. Gates once again to become National Intelligence Officer for the USSR, concurrently with his other responsibilities, where he served until assuming his current position. Dr. Gates is the recipient of the Intelligence Medal of Merit and the Arthur S. Flemming Award, which is presented annually to the ten most out- standing young men and women in the Federal Service. Dr. Gates, a native of Kansas, received his BA Degree from the College of William and Mary, his Masters Degree in history from Indiana University, and his Doctorate in Russian and Soviet history from Georgetown University. 25 May 1982 Approved For Release 2007/12/13: CIA-RDP85M00364R000300320064-7
