SUBJECT: ~ Hostile Intelligence Threat
REFERENCE: PFIAB Memorandum dated 22 February 1983
1. Enclosed is a copy of the text used by the DCI in his
opening remarks on 11 March 1983 to the Senate Select Committee
on Intelligence on the U.S. Government's recent and current
activities in the areas of counterintelligence and counter-
measures against the hostile intelligence threat. I believe you
will find the DCI's comments informative and responsive to your
general question in reference about how the functioning of the
Intelligence Community could be improved to respond to the
hostile intelligence threat.
2. Reference memorandum also asked several questions about
how CIA is organized and conducting its activities for counter-
intelligence purposes. As I told you by phone, this is a topic
which, for reasons of security and clarity, we would prefer to
respond to orally rather than in written form.
