(S) It has come to my attention and to the attention of several senior members
of the Defense Department that there is disagreement between our two agencies
on the issue of Soviet defense expenditures, particularly with regard to
procurement outlays during the 1976-81 timeframe. As you know, this is a
highly sensitive, important issue that needs to be resolved at the earliest
possible time. To that end, our analysts have been meeting and will continue
to do so to try to resolve the underlying problems. In the interim, I suggest
that both of our agencies refrain from any broad dissemination of papers on
this subject. In addition, I believe that the possibility of a national
paper, SNIE or IIM, should be looked into. A national paper could substitute
fo papers done individually by our agencies. In this way we could avoid the
misimpressions, on this issue that we encountered over the Soviet energy issue.
