SUBJECT: CIPC Monthly Report--August 1983
1. The regularly scheduled monthly meeting was held on 29 August 1983.
The primary agenda item was the Cruise Missile Working Group Report entitled
"Soviet Strategic Cruise Missile: An Intelligence Challenge."

2. Without exception, the CIPC members remarked that the Cruise Missile
Report was an excellent study, and entirely responsive to the charge of the
committee. The committee concluded that the report was deserving of their
support.
3. During the discussion period, several of the members noted that some
of the report's recommendations did have resource implications--some of major
significance as far as dollar considerations are concerned. However, the
committee felt these particular recommendations were worth doing provided they
could be balanced against other things that would possibly be impacted. The
members also felt that new program initiatives recommended in the report were
also appealing, but they would require more analysis to ascertain cost
benefit.
4. At the request of the committee, the members were given until 19
September to develop their respective formal comments on the Cruise Missile
Report, to include the key judgments and recommendations. Also, their
responses are to identify what actions their respective organizations already
have underway relative to the cruise missile problem, and those actions that
can be accomplished relatively easily without significant resource impacts.
This information will be incorporated into the final report as appropriate.

5. We presently plan to forward the final Cruise Missile Report to you
and the DCI for your review and promulgation, as appropriate, on 23 September
1983. 25X1
Narcotics Activities
6. The Narcotics Working Group draft report is nearing completion. The
draft report will be coordinated by the respective working group members the
first week of September and subsequently provided to the CIPC principals for
their review and comment. The Narcotics Report will be the primary agenda
item at the September CIPC meeting. 25X1
7. The National HUMINT narcotics intelligence collection package,
including your signed letters, has been distributed to the respective NFIB and
non-NFIB principals. As we mentioned in the accompanying memorandum, you
might conc;rlpr Pmnhar, zing the importance of this Plan at an appropriate NFIB
8. The Narcotics Working Group has also sponsored a panel to look into
certain problems dealing with the use of classified information in drug
enforcement. Specifically, it is to consider policy means to (1) improve the
use of intelligence-derived evidence in the successful prosecution of drug
offenders, and (2) minimize problems arising from the differing security
standards observed by the Intelligence Community and law enforcement
agencies. Regarding the former, we are looking for ways of preventing sources
and methods from disclosure in a court trial. With respect to the latter, our
concern is that intelligence released to law enforcement elements is not being
properly safeguarded. These problems were sufficiently difficult that a sub-
group was required to give the matter adequate focus. We expect its report
within 30 days. Membership includes the three collection committees, DIA,
NSA, CIA, OGC, and the Office of the Vice President. 25X1
9. In late June, CIPC staff members met with DIA Assistant 25X1
Deputy Director for Intelligence and External Affairs ans an Policy), to
discuss DIA's role in the narcotics intelligence effort. At that time DIA'
offered to provide selected attaches with special guidance on narcotics 25X1
intelligence requirements as a supplement to the systematized requirements
process, and as a means of emphasizing to the DAOs that narcotics intelligence 25X1
is a subject of keen interest at the highest level
