SUBJECT: DCID 1/2 Committee Monthly Activity Report
August 1983
Annual Review of DCID 1/2 Priorities
1. At a DAD 1/2 Committee meeting on 5 August, the members approved
proposals for priority decreases that had been developed by the Committee 25X1
in the course of discussions during the July annual review sessions. These== 25X1
were added to the= priority number decreases proposed by the Community and 25X1
approved by the Committee in July. Guided by your initial review of this
total package, I passed to you for final approval on 29 August a list of 0 25X1
proposed priority decreases--the end product of this year's annual review
process. A change notice listing these priority number decreases will be sent
to all holders of U.S. Foreign ntpllinpn e uirements Cate ories and
Priorities in the near future. 25X1
2. The____ decreases amount to priority assignments that 25X1
currently comprise the DCID 1/2 matrix. They more than balance the =new or 25X1
higher priorities approved since issuance of the latest edition of the DCID
1/2 priorities document on 1 October 1982--and, in fact, return the percentage
distribution of assignments each iority level to almost precisely what it
was on 1 October 1982. 25X1

National Intelligence Topics of Current Interest
3. The DCID 1/2 Committee will meet in the near future to consider
changes of priority assignments and topic definition which might be indicated
by the newly-agreed National Intelligence Topics of Current Interest. While
the NITs are stated much more explicitly and focused in a narrower time frame
than DCID 1/2 topical priorities, both reflect the priority intelligence
support needs of U.S. Government policymakers and other principal intelligence 25X1
consumers. Consequently, to serve as effective guidance in Community planning
and operations, they need to be in at least general congruence.

Status of Priority Change Actions
5. In Committee Review
- A proposal, prompted by National Intelligence Council interest,
to establish a DCID 1/2 topic and priorities on the subject of
international communications issues. During the past year,
policymaking interest in international broadcasting and
telecommunications issues has been substantially upgraded with
the creation of high-level inter-agency committees chaired by the
National Security Council Senior Staff and the Department of
State. Although intelligence support is provided to both these
committees by the Community, there is no DCID 1/2 topic that
really focuses on the subject.
- A proposal by the Chairman to separate topic 3.1.1 "Hostile
actions against U.S. forces" into two topics, one dealing with
indications of an attack against the U.S. or U.S. forces abroad
and the second covering hostile actions against U.S.
reconnaissance activities. Both subjects are now covered by
topic 3.1.1 and the intended application of assigned country
priorities is not always clear. DIA is preparing revised
definitions and priority proposals for Committee consideration.
