SUBJECT: Activity Report for August 1983
I. Highlights
1. Unauthorized Disclosures Matters.
- The SECOM staff prepared, and the DCI signed, a memorandum
to the National Foreign Intelligence Council promulgating the non-
disclosure agreement for SCI developed pursuant to NSDD-84. The
memorandum enjoins departments and agencies receiving materials
submitted for prepublication review to refer them to Intelligence
Community agencies with interest in the topics involved when the
materials relate to SCI or to sources and methods.
- Pursuant to arrangements made by the Chairman, SECOM, and
the Directors of Security and Public Affairs, the DCI spoke to
senior public affairs and security officers of the Community on the
damage from leaks of intelligence and the need to stop them. The
Chairman followed up the DCI's personal and videotaped remarks with
a short presentation on how Community agencies could avail them-
selves of DCI staff resources to deal with impending leaks or to
report suspected breaches of security. Later in August, the Chair-
man showed the videotaped presentation of the DCI's remarks to
senior officials of OD&E, OIS and ODP, and responded to questions
and comments. Similar presentations are scheduled for Community
departments and agencies in September.
2. Computer Security. The Community was tasked, through the SECOM
Computer ecurity Subcommittee, to support the assessment
of computer security by compiling data on funded, and on un unded but
needed, computer security projects, and on current and FY 1984 expected
computer security organizations.

II. Work in Progress and Completed
1. General.
- The new Air Force Director of Security and Communications
Management met with the Chairman to discuss his duties as Air Force

Member of SECOM and as Chairman of the SECOM Compartmen
Subcommittee. He also reviewed the DCI videotape on leak
discussed possible presentations within the Air Force.
- The SECOM staff and the SECOM technical subcommittees again
revised the FY 85 budget in response to an additional cut in guid-

computer security effort, is defining key safeguards needed in the areas of

3. Personnel Security.
- The tenth seminar for Communit ersonnel who adjudicate
eligibility for SCI access was held under SECOM auspices.
Twenty officers from 10 departments an agencies completed the
course.
- The SECOM Personnel Security Subcommittee met to develop a
plan under which the Community would compile and screen anecdotal
material on the benefits of the polygraph to support any testimony
on the subject that may be called for at-the hearings planned by
Congress pursuant to the Chafee Amendment to the Defense Authori-
zation Bill, and to support efforts to broaden use of this proven
technique.

4. Physical Security. The SECOM Physical Security Working Group com-
pleted the pilot Intelligence Community seminar on physical security. Working
Group members made up the "class," Their participation25X1
enabled them to refine the seminar content and schedule for later presentation
to working level officers. 25X1
5. Security Awareness. The SECOM Security Awareness Subcommittee met
under a new chairman (NSA's chief of security education) and agreed on a new
statement of mission and functions. They also began updating a bibliography
of security awareness materials for use by the Community, and were advised of
new videotape security awareness materials which will shortly become available
from the FBI F_L and from the 25X1
