SUBJECT: Meeting with LtGen Williams regarding
the Joint IC/DOD Computer Security Project
1. On 29 April 1983, met with LtGen 25X1
Williams, Director/DIA, and Deputy Assistant Director for 25X1
Defense nce Systems, to discuss the joint IC/DOD Computer Security
Project. briefed LtGen Williams on the project and noted that the
effort will deal with "electronic information security" (ELINFOSEC), to 25X1
include intelligence information processed in both computers and
communications networks. LtGen Williams concurred with the need for the
effort, agreed with the tasks included in the project, and offered his
personal support and the support of his staff during the conduct of the
effort. LtGen Williams noted that this effort was long overdue. He agreed to
serve on the Executive Steering Group and requested that the group meet as 25X1
soon as possible to address this issue.
2. LtGen Williams noted his concern about both UNCLASSIFIED and
CLASSIFIED systems. He referred to stories of college students who were able
to break into unclassified systeff" r, an item of concern. He stated that he
felt the "certification process" needed to be enhanced 25X1
to accommodate current and future processing environments. LtGen Williams
agreed witl :1 assessment that the Community and DOD lacked adequate 25X1
procedures to certify electronic information systems. LtGen Williams
cautioned that the project team should be leary of quick fixes and noted
Honeywell's offer in id-60s to solve security problems with a vaguely
defined black box. 25X1
