SUBJECT: Meeting with Deputy Director COMSEC/NSA, 25X1
Concerning IC Computer Security Project

at NSA, provided an overview of the proposed
efforts re arding the Intelligence Community (IC) Computer Security project.
was very supportive of the proposed effort and commented that he
has felt growing concern over the past 15 years that this area has not been
adequately addressed.
2, agreed that the problem was more than just computer
security; that it also involves COMSEC, TEMPEST, and all other areas concerned
with intelligence information in electronic form. He also agreed that current
policies are lacking, and that the project team should try to help develop
appropriate policies.z He noted that the culrlre. D ID 1 16 was not ade uate to
address the "bject.
He noted that the government needs what
could be termed an "Electronic Information Protection Policy." He also
suggested that if new policies need to subsume portions of COMSEC along with
Computer Security areas, that the project team should not hesitate to
recommend such an action.

3. ~as asked whether the COMSEC world would be willing to 25X1
assist such an effort, particularly after he retired in June 1983. He stated
that he felt a growing number of people were concerned enough about this
laraer computer security problem to accept reasonable recommendations. Mr.
