SUBJECT: SIG on Strategic Technology Transfer, 8 April
1. Under Secretary Schneider opened the SIG meeting by impressing
upon the SIG members the seriousness of recent leaks that have affected
the US Government's activities in the area of technology transfer.

cooperation of third world countries in countering the flow of technology
through their countries. In anticipation of the high level CoCom meeting
taking place in late April all Departments and Agencies should properly
control this flow of information.
2. Chairman Schneider then reviewed the status of SIG work underway.
(See Agenda Tab A). He specifically asked that the Intelligence Community
do their best to produce the two studies that are now delinquent for the
asked that the SIG Working Group on the Public Awareness Program make
every effort to bring its program to the SIG for review at the next
meeting. No other progress reports were singled out.
3. The Chairman described briefly the goals and outline of the
NSSD 1-83, US Technology Transfer Policy and stated that Dr. Weiss of
the NSC staff would be overseeing this effort. Schneider said that he
only had two specific guidelines that he wished the working groups to
follow: 1) that the Working Groups use existing policy and procedures
wherever they existed; and 2) that all recommendations be made so that
they mesh with existing laws. There was no comment from the floor on
this agenda item. A copy of the SIG's Work Program for the NSSD is
attached at Tab B.
4. Deputy Assistant Secretary Dale Tahtinem provided a short
review of the progress in the CoCom modernization effort. DAS Tahtinem
stated that every effort would be made to bring decisionable items to
the High-Level CoCom meeting so that the results could be reported at
the Economic Summit in late May. He stated that he was reasonably

optimistic that the CoCom allies would be able to reach some agreement
on the emerging Technology watch list but was less sanguine about the
oil and gas technologies. Commerce commented, however, that they hoped
to get some understanding among the CoCom members on the oil and gas
technologies as well and that this too could be announced at the Economic
Summit.
5. Missile Technology Controls. Under Secretary Schneider stated
that this was moving along and that if there was no comment it would not
be discussed.
The proposed technology transfer agreement with India was
discussed at some length.
7. Under Secretary Schneider rather proudly stated that the final
version of the new US visa control policy on technology transfer cases
was available and that all that would remain was to determine when and
where its announcement and use would first take place. He stated that
the first use and timing issues would be gone into in some depth by the
SIG's special activities working group sometime next week. A copy of
the Visa Control Policy Paper is attached at Tab C. The DCI's right to
appeal State decisions concerning visa denials is explicitly spelled out
in the section on Disagreements on page 4 of the Policy Guidelines,
Attachment 1. This was the point that INR/Dean Howells had argued and
fought so doggedly to keep out. With it in the Intelligence Community
has the same right as Commerce, State, Treasury, etc., and IC related
technology can be equally protected as that of concern to Defense.
8. Chairman Schneider asked that Dr. Gates, DDI, provide a brief
report on recent European expulsions of Soviet Bloc officers.

9. Deputy Assistant Secretary Bryen raised the subject of recent
intelligence reporting on Soviet Bloc activities at IIASA and stated
that he thought that this should definitely be reviewed by the SIG.
Under Secretary Schneider agreed and said it will be put on the agenda
for the next meeting.
