INTERIM PROGRESS REPORT
VISA CONTROLS
The Visa Controls Drafting Unit held extensive discus-
sions with all interested SIG agencies throughout November
on this question.
Out of these discussions plus the prior legal research
of the Unit came the first draft of the comprehensive options
paper on December 9. This paper was circulated to 13 involved
bureaus or offices in the State Department. The third draft
was issued December 23, and the fourth draft will be com-
pleted during the week of January 17-21. i

As soon as the State clearance process is completed,
the paper will be circulated interagency through the offices
of the SIG principals.
A final discussion of the issue at the DAS or Assistant
Secretary level will be held in the Committee on Special
Projects before the issue is elevated to the SIG for deci-
sion, hopefully in February.
