Attached is a '
paper my staf ,prepared on problems unfolding in
the international economic s stem. It is meant to be a
companion to the papers prepared by your staff on the same
subject.
As is becoming more and more obvious the effects of the debt
situation are spreading to trade, economic and political
areas. ITA's concern is not to intervene in the ongoing
Treasury effort to deal with the immediate problems, but
instead to help focus attention on the longer run policy
options that should be considered. These longer run concerns
and associated policy proposals cannot be adopted in haste, and
should not be adopted without serious analyses of their
implications. Consequently, I think it would be useful if the
IG-IEP, which you chair, were directed to review in a
systematic fashion the problems and the viability of any
alternative ways of addressing them.
To assist in this effort I suggest that the attached

interagency effort we can determine where relevent
