MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: SIG(I), 8 June 1983
1. The SIG(I) meeting approved the Counterintelligence Organization
Study without objection or significant comment.
2. The IG(CI) will task the members representing each of its components
to recommend specific steps and levels for implementing the recommendation.
The IG(CM) promises to complete its study on organization for countermeasures
by the end of the month.
3. The Hostile Intelligence Threat Assessment will be completely redone
and reissued rather than merely updated, as had been suggested. There was
general agreement on the creation of a standing committee, no staff, to meet
recurrently for the purpose of focusing, coordinating and otherwise improving
all analytical effort. There was discussion as to whether this should be a
subcommittee of the IG(CI), a DCI committee, a committee attached to the
IC Staff or a committee spinning off the NFIB. This decision was left open
but should be made sometime next week and the committee activated.
4. The in-depth report of how best to meet the need for multidisciplinary
US counterintelligence analysis and the "small advisory commission" to be
selected by the DCI in consultation with the Secretary of Defense and the
Attorney General should be moved on promptly. That means tasking the
preparation of the report and selecting the advisory commission, preferably
one made up of retired former intelligence officers.
5.I Ishould draft a covering letter to send the Organizational
Study to the NSC for my signature. It should report on the totality of steps
which are being or ought to be taken as outlined in this memorandum to the
extent that the items are appropriate for reporting to the NSC and its staff.
