The enclosed study (and recommendations) on Guidelines for the
Maintenance of Counterintelligence Data Bases adds yet another positive
dimension to our efforts against the hostile intelligence threat. It has my
approval and endorsement and is forwarded to you for NSC action regarding
recommendation No. 5 (Study, page 19), in particular.
This study, conducted by the IG(CI) Secretariat, addresses the pros and
cons of establishing a centralized counterintelligence data base. The IG(CI)
has concurred in the study's findings that a centralized data base is
undesirable because of: (1) risks involving intelligence sources and methods;
and (2) legal constraints on the kinds of information som: agencies may
collect, retain, and disseminate. The study also includes an assessment of
current counterintelligence records systems; five constructive recommendations
are presented for improving the quality, currency, and utility of existing
systems community wide.
Upon NSC approval, the Senior Interagency Group (Intelliqence) is
prepared to follow up on the the study's recommendations.
