.I. Regarding the conclusions and recommendations of the
Counterintelligence Organizational Study, I have made the
following comments to the Director:
A. Concur.
As far as sharing of
experiences, think this could be readily done using
"John Doe" and other techniques to sanitize specific operations.
I agree with better cooperation and coordination on operations
overseas. Of course, as you know, the military services and
FBI are obliged to do that with the Chief of Station acting as
the DCI's rep. Reiteration of that requirement might not hurt.
With reference to "C," in the third paragraph of the
conclusion I would change the term "competition" between agencies
to speak of "counterbalance" desirable hetwe2n agencies. I
really don't think we are competitive in the CI world but ii: is
useful to get another viewpoint analytically. I think the point
can also be made that it is not desirable to merge the CI capa-
bilities into a central organization. To do so would prompt
conflicts within organizations of their often primary mission
and actually create barriers which would impede the pursuit of
CI objectives inasmuch as CI is now an integral part of operations.
Cross-staffing: Concur.
Analytical Capability and Exchange: Agree.
As far as integration of training is concerned, I would
add in the recommendation the phrase: "...while recognizing that
separate training is necessary in order to tailor it for each
respective agency."

2. When it comes to better coordination of analysis, I proposed
to the Director that we create a DCI committee devoted to CI analysis
which would permit the exchange as well as the coordination of overall
CI analytical pieces. He thought such would be useful provided we
could get the Bureau on board. I have raised the proposal with
Ed O'Malley who will touch base with Judge Webster.
