finite resources within the Community. Regarding the NITs, Committee members
registered general satisfaction with the current set and with Community
responsiveness to.them. Several members, however, expressed their views on
the possible need for adjustments--that.the NIT 9-12.month timeframe may be
.too long--that more production is needed on several'facets of.international
financing--th,at.a need exists for intelligence--products that.would help'.to
drive policy .decisions .and :provide .;grist for ',po-l.i cymakers in the longer term,
need for determining how well the Intelligence Community is responding to the
current NITs. He asked that the?Committee also reaffirm the NITs as they
stand, or alter them as necessary.
The Chairman noted the number (228) of NIT-related reports that have been
produced since June 1982 and in this connection questioned the IPC's rating of
.Community performance-pertaining to.a specific NIT. Mr. Richard Kerr, IPC
Chairman, provided an explanation.
Discussion followed on: (1) appropriateness of the current NITs and
Community responsiveness; and,(2) specia.l''problem areas, i.e., technology
transfer, narcotics . trafficking,,. and others which are competing seriously for

special areas of concern which are drawing heavily on the Community's limited
resources. In the discussion that followed, some Committee members noted
deficiencies in coping with special problem areas--ad hoc use of resources,
ante impact upon available skills and manpower within a single agency
problem be brought into fuller view toward development of a more coherent
Community approach--one that would be more effective at a more reasonable
resource investment. It was agreed that, at this time, it would be extremely
difficult to assign greater importance to one special problem area over
another.
