SUBJECT: . STAP Review of Small_ Systems R&D

disposition of R&D packages we now have. I asked him to look with
particular attention to ORD. Evidenced my concern that maybe we have cut
the Agency research funds to the point where ORD doesn't have enough mad
money to venture forth in their research and because of limited funds and
the need to justify itself restricts their R&D. to honest application. I
told him that I had prejudged the conclusion that we don't stick enough
money into ORD and hence they may be in a rut, although I had nothing to
suggest that nd his troops weren't doing a first-class job.
