Waterman 0j' Vice Chairman, National Intelligence Council FROM Lawrence K. Gershwin National Intelligence Officer for Strategic Programs SUBJECT . Support for "Star Wars" Exercise 1. In response to a request from group for support of the Defensive Technology Study Team, ("Star Wars"), OSWR presented the following briefings to Team members on 20 and 28 June: We received no request for additional support from the Technology Team since these briefings. We reviewed their draft report (Volume I) and provided some comments on it. We worked closely with the interagency policy study and prepared a report on Soviet Reactions for the Future Security Strategy Study in support of this effort. It is not possible at this time to provide substantial additional support to this effort, since recommendations from the Senior Interagency Group are due to be sent to the White House by 15 October. It appears that the criticism of the intelligence part of the DTST effort was directed at the work of their panel, and not toward us. The DTST effort was conducted by a 50-man special team, composed mostly of DoD personnel and contractors. In my opinion, to the extent that the discussion of Soviet capabilities and potential responses is found lacking by their review group, (it seemed OK to us as a first crash effort), the responsibilit he DTST team itself, and its intelligence panel, not with CIA.1 bl cc: C/NIC Approved For Release 2008/04/11: CIA-RDP85M00364R000500680003-3 Approved For Release 2008/04/11: CIA-RDP85M00364R000500680003-3 SECRET NIC #6955-83 27 September 1983 MEMORANDUM FOR: DCI DDCI VIA FROM SUBJECT . I commented that Larry Gershwin had done a paper which had impressed me on how the Soviets might react and that that paper had gone the members commented that the "Star Wars" exercise to Ikle on the policy side. We ought to think about whether we can provide more intelligence input to the technical work being done under the auspices of the committee. William J.
