C. 20505 MEMORANDUM FOR: Chairman, Science and Technology Advisory Panel SUBJECT: STAP Review of "Small Systems" Research and Development Programs 7-1 1. While Research and Development (R&D) activity related to large national collection systems and the exploitation of the resultant information receives considerable management attention, technical collection R&D outside this domain lacks an equivalent central planning and management focus. I want to determine how these R&D efforts can be made more eff' t, cost effective, and responsive to Intelligence Community requirements. 2. The STAP should establish a working group to review the procedures by which R&D requirements are generated and the processes by which "small systems" are developed to fulfill these requirements. The review should initia11 be confined to those R&D efforts underway or planned in OTS, ORD and OSO. 25X1 3. The STAP effort should be assisted by a knowledgeable representative from CIA. After consultation with appropriate Deputy Directors and line managers, please nominate a point of contact who you feel can assist you. C 4. The STAP findings and recommendations should be presented to the DCI in a written report within one year. Action Requested: Formal tasking of the STAP to review certain R&D programs in the Intelligence Community. 2. Background: During the 22-23 June 1983 plenary session, the Panel discussed with the DCI the need for better Community coordination and cooperation in the development of small, unique intelligence collection devices. There is evidence that one agency is sometimes unaware that its requirement for a collection system or device can be met by state-of-the-art technology under development in another agency. This situation usually arises when the issue and requirement involve small, relatively low cost, collection systems. 0 Rather than focusing on specific operations or collection devices, the Panel will review the procedures by which R&D requirements are generated and the processes by which systems are developed to fulfill these requirements. The review will also attempt to identify means and establish channels for the exchange of technical information within and among the various agencies in the 25X1 Intelligence Community.
